If a teacher were to allow students to use an iPad to create content for a subject or homework, etc. (perhaps all take pictures of types of bugs on the playground to classify, etc.) is their a way to save those photos off the iPads? Sure!
Normally, with a personal iPad we would just sync the iPad to our computer or use our OneDrive but he student iPads have controls to keep them from accessing some of these options; but there is still a way!
Why not have the students all "AirDrop" their photos to an instructor's iPad where they can then sync, share or load those photos to the location they need to? That is exactly how!
